Final Evaluation of the Project: “Technologically Enhanced Agricultural Livelihoods (TEAL)”

The Technologically Enhanced Agricultural Livelihoods (TEAL) project is part of the Rural program. It is funded by the Australian Department of Foreign Affairs and Trade (DFAT) through the Australian NGO Cooperation Program (ANCP).

Recognising the need for targeted and innovative development interventions in the middle-income context of Vietnam, TEAL’s impact group is ethnic minority women – one of the groups most at risk of ‘falling behind’ in Vietnam’s rapid development. Specifically, TEAL is targeting primarily Thai and H’Mong ethnicity women working in the Arabica coffee value chain. TEAL also works directly with ethnic minority men, government authorities, mass organizations and private sector value chain actors to achieve benefits for women.

The project’s goal is: Ethnic minority women are visible, respected and productive actors in the Arabica coffee value chain.

Three project (EoP) outcomes contributing to this goal include:

(1) Ethnic minority women farmers are recognised as valuable actors in the Arabica coffee value chain

(2) Ethnic minority women benefit from increased income from the Arabica coffee value chain

(3) Ethnic minority women in the Arabica coffee value chain are financially included and supported by the implementation of policy

The project final evaluation was undertaken with the objectives:

(i) To assess the project relevance, coherence, effectiveness, efficiency and sustainability of the project compared with the baseline survey and MTR to see the project’s progress and achievements;

(ii) To assess the project’s impacts and contributions;

(iii) To assess the two main project strategies to see their relevance with the project target groups and their contribution to the project outcomes;

(iv) To draw out lessons and recommendations to inform relevant CVN programming, local partners and broader learning for the DFAT ongoing projects.
