IBLF Global had the opportunity to collaborate with TDI Consulting on a project assessing good governance and integrity practices in the private healthcare sector in Vietnam. In close cooperation with IBLF Global’s international team, TDI supported the design and implementation of the project. Focusing on one of Vietnam’s largest healthcare service providers, TDI conducted a survey with over 1,000 managers and staff, and carried out 20 hours of interviews with senior officials. After analyzing the results, TDI provided tailored recommendations and assisted in the presentation to the Governance and Executive Board. Throughout the collaboration, TDI demonstrated professionalism, in-depth understanding, and high-level expertise—significantly contributing to the success of the project.

TDI Consulting began its collaboration with CARE Vietnam in 2016 through an endline evaluation consultancy activity. Since then, under the guidance of Ms. Pham Chi, TDI has carried out a wide range of evaluations-including baseline, midterm, endline, and impact evaluation-for CARE’s projects across various thematic areas such as women’s economic empowerment, gender-responsive and climate-adaptive value chains, climate-resilient agricultural services, community-based anticipatory action for disaster response, and gender equality. With a professional approach to research and a strong commitment to disadvantaged groups, Ms. Pham Chi and her team have consistently delivered high-quality consultancy services that met both timeline and quality requirements as outlined in the terms of reference. Beyond fulfilling the assigned tasks, Ms. Pham Chi proactively contributed methodological innovations and practical fieldwork solutions that optimized resources while ensuring the robustness and relevance of evaluation results. These contributions have helped to address key evaluation questions and provided valuable insights to inform effective, context-sensitive project interventions. Currently, the TDI team, led by Ms. Pham Chi, is one of CARE Vietnam’s framework consulting partners.
