The “Expanding Domestic Migrant Workers' Voices and Opportunities in Vietnam towards Decent Work” project - phase 2 is the continuation of the 2018-2019 project “Expanding Migrant Workers’ Voice” of Oxfam. It aims to improve policies and practices of the government and firms on working conditions for formal migrant workers in the two labour intensive sectors (garment and electronic) at local and national level, so that these formal migrant workers socially and economically benefit from measurable policy and practices improvement of companies and the government on minimum living wage, rights to effective collective bargaining, freedom of association, avoidance of excessive working hours, and equitable access to social protection services in urban areas in Vietnam.
In the phase 2, the project aims to achieve 4 key outcomes:
Outcome 1: Increased influencing capacity of organised migrant workers, trade union and CSOs to influence targeted employers’ policies and practices on minimum wages, collective bargaining, and association for workers.
Outcome 2: Increased commitment from targeted firms in electronics and textile industries to comply with human rights standards, particularly in areas of diversity and inclusion, association, minimum living wage, collective bargaining.
Outcome 3: Increased capacity of organised migrant workers and CSO, including Mnet and CSO working groups, to influence local and national government’s policies and practices on labour standards and access to basic social services for domestic migrant workers and their families.
Outcome 4: Increased public awareness and engagement with the government and firms/enterprise to improve business and human rights standards and access to basic social services for domestic migrant workers and their families.
The final evaluation will be conducted by TDI Consulting from February. The primary aim of the evaluation is to assess the achievements of the phase 2 of the project, Oxfam and its partners’ contributions to realizing the theory of change, outcomes and to document key lessons learnt from the project. In addition, the evaluation is aimed to assess what strategies and approaches Oxfam and partners have undertaken to effectively achieve or have not achieved the outcomes, including influencing social and labour protection policies and practices in Vietnam in favour of migrant workers and their families. The evaluation will also assess how these improved policies and practices (if any) contribute to more equitable social protection and labour standards for formal migrant workers. In line with our contractual obligation with the donor, the evaluation will be an accountability tool to demonstrate to the donor, Oxfam and other relevant stakeholders what effects on the end beneficiaries were achieved with the project funding.
The main objective of the evaluation is to explore to what extent the project has achieved the set objectives in terms of Relevance, Effectiveness, Efficiency, Sustainability, and Impact. Overall, it seeks to assess:
