Gender Analysis Report for the 5-year programme in Quang Tri and Kon Tum provinces

In 2022, Plan International Belgium (PIB) received funding from the Belgian Government to implement a five-year programme, covering seven countries (Belgium, Benin, Bolivia, Ecuador, Niger, Senegal and Vietnam). The overall objective of the programme is to contribute to the realization of gender equality and the rights of children and youth. This overall objective is declines in outcomes contextualized for each country of implementation.

In Viet Nam, PIB is collaborating with Plan International Vietnam (PIV) to implement the 5-year programme in Quang Tri and Kon Tum provinces, with a total budget of about 1.8 million euro. Its three key partners are Kon Tum Women’s Union, Quang Tri Women’s Union, Research Institute on Management and Sustainable Development (MSD).

The outcome of this programme is for adolescent and young pers hindering ethnic minority adolescent girls’ and young women’s ability to live from violence and to access education and economic opportunities;ople, especially ethnic minority adolescent girls and young women (11-24), to be economically and socially empowered to learn and thrive in a protective environment and live free from violence including in school and professional environment.

In line with their gender-transformative programming objectives, PIV and PIB seek to conduct a gender analysis in the targeted communities of Quang Tri and Kon Tum provinces to inform the planification and implementation of the programme and strengthen its gender-transformative potential.

The objectives of the gender analysis are informed by the gaps identified through the application of Plan’s Gender Transformative Marker at the design stage of the programme.

The objectives of the gender analysis are to:

i, Identify specific harmful norms, attitudes and behavior

ii, Identify 1-2 key priority gender norms, attitudes and/or behaviors that the project will seek to influence throughout all its 3 project components;

iii, Identify existing positive gender norms, attitudes and behaviors and entry points to work with adolescent girls and women and to engage adolescent men and boys to promote gender equitable outcomes.
