The GRAISEA 2 Programme (1 Aug 2018 \u2013 31 July 2023) is a joint initiative led by Oxfam GB, Oxfam Novib, Oxfam US and Oxfam Sweden, with a total budget of USD 12 million. The programme operates at Asia regional level and in five countries in Asia - Cambodia, Indonesia, Pakistan, the Philippines and Vietnam.<\/span><\/p>\n

Drawing on progress and lessons from the first phase, GRAISEA 2 aims to transform opportunities for marginalised women and men in the agriculture sector in Asia by acting as a catalyst for the emergence of inclusive value chains and responsible business models that respect human rights and drive women\u2019s economic empowerment (WEE) and climate change resilience (CCR).<\/span><\/p>\n

In four countries (Cambodia, Indonesia, Vietnam and Pakistan), the GRAISEA 2 Programme engages with a wide range of market actors in the rice and shrimp value chains for the empowerment of smallholder farmers and their producer groups, and policy and practice change in businesses, multi-stakeholder initiatives (MSIs) and governments. In the Philippines, the project focuses on business engagement and national policy for inclusive business.<\/span><\/p>\n

An external impact evaluation is conducted, which includes evaluation of the five country projects in Cambodia, Indonesia, Pakistan, the Philippines, Vietnam and the regional components (ASEAN and global MSI engagement) of the programme.<\/span><\/p>\n

The objectives of the impact evaluation are to:<\/b><\/p>\n

i, Collect evidence on impacts including the extent and significance of GRAISEA 2\u2019s contributions;<\/p>\n

ii, Draw lessons and recommendations for a potential GRAISEA phase 3 and for other market-system change programmes in Oxfam;<\/p>\n

iii, Enhance accountability to all stakeholders including the public, for transparency the report is intended to be published.<\/p>\n
