<\/p>\nCare International in Vietnam (CVN) has implemented several projects on climate change adaptation, including agriculture climate information services (forecast and farming actions). The project \u201cEnhance livelihoods and increased resilience to the effects of climate change and variability of poor ethnic minority women and men rural areas - Information for Adaptation in Vietnam (InfoAct)\u201d has been being implemented for 3 years from 2018 \u2013 2021.<\/p>\n

Source: CARE International in Vietnam<\/span><\/i><\/p>\n The overall objective of the InfoAct project is to enhance livelihood and increase resilience of effects of climate change and variability of poor ethnic minority women and men in rural areas. It will increase ethnic minority women and men farmers\u2019 ability to anticipate and respond to risks and opportunities from climatic variability, and improve their ability to recover from climate shocks.<\/span><\/p>\n Four specific objectives supporting the overall objective include:<\/span><\/p>\n (1) Strengthened capacity of stakeholders to interpret and apply climate information;<\/span><\/p>\n (2) Increased access to relevant and actionable climate information among ethnic minority women and men;<\/span><\/p>\n (3) Improved social protection for ethnic minority households;<\/span><\/p>\n (4) Institutionalization of climate information solutions and climate risk micro-insurance systems.<\/span><\/p>\n The final project evaluation was conducted by TDI Consulting which aims for:<\/span><\/p>\n (1) Assessing the project relevance in terms of project approaches, project direction and project adaptiveness to the findings from the Midterm review.<\/span><\/p>\n (2) Assessing the project effectiveness at the project end towards baseline and target values, including analyzing the factors that contribute to or limit the result achievement.<\/span><\/p>\n (3) Assessing the project efficiency to identify at which level the value for money approach is applied to ensure the project targets.<\/span><\/p>\n (4) Evaluating the sustainability of project results, components and impact given the actual capacity and motivations of project stakeholders at different levels.<\/span><\/p>\n (5) Assessing the impacts that the project has created and contributed to at this stage.<\/span><\/p>\n (6) Drawing out lessons and recommendations to inform the CLISM on development of framework for designing and assessing climate services (CS) value chains (VC), and a guide for developing CS-VC business models, local partners and broader project learning in terms of operating models and ways of working\/approaches.<\/span><\/p>\n
